St. Petersburg rates the second.
St. Petersburg has been rated among the top 3 Russian cities with the best quality of living for a second year in a row. According to RIA Novosti that compiled the rating, St. Petersburg rates the second with 77.308 points.
Moscow is the first with 79.275 points, and Moscow Oblast is the third with 74.5 points. Leningrad Oblast has improved its rating moving from the 11th to the 8th position with 60.695 points.
Among the outsiders of the rating are such regions as North Ossetia, Buryatia, Kalmykia, Ingushetia, Altay Republic, Kurgan Oblast, Zabaikalsky Kray, Jewish Autonomous Oblast, Karachay-Cherkessia, and Tuva.
The rating is based on 70 factor including employment rate, salaries, job market situation, housing conditions, safety, demographic situation, and social and transport infrastructure development.
